Scan for external jQuery libraries

Find outdated jQuery libraries.

“Detect plugin and theme has outdate jQuery library”

– Suggestion from Cuong.

Option 1 – Scan active theme/plugins and see if there is a reference to external jQuery – Problem is there could be “false positives” here because sometimes it is an option for users, othertimes a different jQuery is just loaded.

Option 2 – Scanning the website as a visitor from the frontend to try to detect external jquery libraries. Problem is that some plugins only load the different jQuery library on specific pages, not necessarily the frontpage.
